It's a Mystery is the fifteenth studio album by American singer-songwriter Bob Seger, released in 1995 (see 1995 in music). Despite hit singles and fan favorites such as "Lock and Load," "Manhattan," and "Hands in the Air," the album charted at #27 on The Billboard charts. This was Seger's lowest chart position since 1976's Live Bullet which charted at #34 on the Billboard 200. It's a Mystery was Seger's last album before taking a hiatus from the music industry in order to be with his family. He would return in 2006 with the album Face the Promise.-"Wikipedia"

The album is a litany of complaint, but don’t expect sheer, unbridled angst. It’s easy to see where Seger’s strengths lie - and where they’re not applied. Thus, listening to “It’s a Mystery” can be an exercise in frustration.

Though Seger had the usual four years to put this album together, he doesn't seem to have been ready to record, either in terms of coming up with enough quality material or getting his performing chops up. And he is at a point in his career where he can no longer coast.
